EXAMINATION REGULATION

 

FIRST SECTION

Objective, Scope, Basis and Definitions
            

              Objective


             ARTICLE 1 - (1) The purpose of this regulation is to regulate the procedure and the principles to be applied in undergraduate and associate degree programs of the faculties and the colleges teaching connected to University of Tunceli.


             ARTICLE 2 - (1) This regulation includes the provisions to be applied in undergraduate and associate degree programs of the faculties and the colleges teaching connected to University of Tunceli.

              Basis

             ARTICLE 3 - (1) This regulation was prepared on the basis of the third paragraph of article 14 and 44 of the 2547 the Higher Education Law dated 4/11/1981.

 

            Definitions

               ARTICLE 4 – (1) Mentioned in this Regulation;

a)     Midterm Exam: Midterm exam,

 

b)    Spring semester: Second semester,

 

 

c)     Unit: Related faculty, the institute, the college, the conservatory, the department, the   major field of study and the program,

 

d)    General examination: Year / semester final exam,

 

 

e)     Fall semester: First semester,

 

f)     Related Board: The boards of the units at university,

 

 

g)    Student Affairs: The Student Affairs of University of Tunceli,

 

h)     The Senate: The Senate of University of Tunceli,

SECOND SECTION

Principles Relating to Education

              Education and training period

             ARTICLE 5 – (1) According to the 2547 the Higher Education Law Article 44 of the first paragraph, the student must complete two-year associate degree four, four- year undergraduate degree seven, five-year program eight, six-year program in the nine years. In this time, the senior students who can not graduate from the university are subject to the following provisions:

a)     It is given two additional examination rights that are one of is a make-up exam for all courses they have to fulfill requirements of semester / final exam to the senior students who have completed their maximum study period. The students start to use their additional exam rights in the examination period following semester / year completing their maximum study period.

 

b)    The students who do not fulfill to be able to have the condition of semester/final exam and total number of the course and other educational activities is more than five can not benefit from the right of this additional examination. These students will be dismissed from the University.

 

c)      At the end of additional examinations, the students who have more than five remaining courses to be able to graduate from the university are dismissed from the University. At the end of these examinations, it is recognized the right of attendance and examination to the students reducing the number of failed course five or less than five to use within three semesters of given related courses.

 

d)     It is recognized the right of attendance and examination to the students who have total five remaining courses to their graduation without using right of additional exam within four semester of these courses (annual tuition for two years) are given. The students who have five remaining courses to their graduation have to follow the courses which they could not fulfill the requirement of entering midterm/final exam and have to attend to semester/year internal studies.

 

e)     It is recognized the right of an unlimited number of exam to use related courses opened in the semester/year to the students who have failed three or fewer courses in order to graduate. These students have to go on the courses which do not fulfill the requirement of entering midterm/final exam and have to participate to semester/year internal studies.

 

f)      Although the students have at least (DD) of all courses of the program they attend, it is recognized the unlimited right to enter the exam they wish out of the last four-semester/two-class courses to increase their GPA to 2.00 to the last term or the senior students who are in the case of breaking off because of not providing required 2.00 General Point Average (GPA) that is necessary to graduate.

 

g)    The students who use exam rights specified in this article have to have their term registration done by paying the tuition fee. However, the students who use the unlimited exam right can not benefit from other student rights. The students who gain unlimited exam right lose their unlimited exam rights if they do not register as a total of three academic years consecutively or intermittently or not to take the exam.

 

h)     It is not mandatory to take the midterm exams of courses which fulfill the requirement of entering the midterm/final exam of the students who use additional exam right. The last exam grade of the students who do not take the exam is valid.
             

             Academic year

          ARTICLE 6 - (1) An academic year consists of two semesters which are fall and spring. Each semester is at least seventy working days. Final and make-up exams are excluded of this period. Teaching and the exam are not done in public holidays. However, when necessary, the courses and the exams proposed by the unit giving the course and approved of the related board can be done on Saturdays and Sundays, too. The starting date of next academic year is declared deciding by the Senate in June of each year.

           Teaching plans and programs

             ARTICLE 7 - (1) Teaching in units of the University is done keeping in mind the common courses admitted by the Senate and taking opinion of the department according to the teaching plan decided by the related boards and the plans are done in order. The courses that are on the teaching plans consist of the courses in the departments of that faculty and the college or other faculties, the colleges and the departments. Except in exceptional circumstances, the duration of the courses and the practices in the teaching plan is one semester. However, the course, the practice and the internships that have feature are arranged and evaluated by the related unit boards.

            (2) The partial changes to be done by the Senate in the education-training program are applied to the students who are in the sub-semesters.

             Taking courses from the upper semester/year 

           ARTICLE 8 - (1) It is necessary not to have the courses from the previous semesters/years of the student and the student should have at least 3.00 GPA to be able to take the course from the upper semester/year. In this case, the student may take the course from the upper semester/year by not exceeding the 20% of the total credits within the semester/year.

THIRD SECTION

Registration and Acceptance Procedure

            Registration and acceptance

          ARTICLE 9 - (1) It is mandatory to win the Selection and Placement Exam organized by the Student Selection and Placement Center and when necessary, the special skill exam and not to register in another higher education institution to register and be accepted the faculties and the colleges connected to the university. Foreign students are accepted within the framework by the decisions of the Higher Education Council and the principles determined by the Senate.

              (2) The registration processes are done by the University between the dates determined by the Higher Education. Between these dates, excuses of the students who could not do certain registration are decreed by evaluating by the University Board. It is mandatory to register on their own.

           Transfer and adaptation         

             ARTICLE 10 - (1) The undergraduate transfers the faculties, the colleges, and the vocational schools of the universities from the own units or from other universities are done according to the Provisions of Institutes of Higher Education between the Associate and Undergraduate Transfer Regulation concerning the Principles published in Official Gazette dated 21/10/1982 and numbered 17845. The vertical transitions, published in the Official Gazette dated 19/2/2002 numbered 24676, are performed according to the Regulation provisions about Attendance of Alumni of Vocational Schools and Associate Degree Programs of Open University to the Undergraduate Learning. Undergraduate and Vertical transfers are limited by quotas to be determined by the faculty and the college boards and the adaptation process is done by the board.

        
            (2) Undergraduate transfers in the secondary education are done according to do Bilateral Teaching in the Institutions of Higher Education dated
19/11/1992 and numbered 3843, by being changed some articles of the Higher Education Law numbered 2547, and the provisions about including an item to this Law and the principles determined by the Higher Education Board.


             (3)
The related board decides about the students registered to the university which courses will be exempted of those that have previously studied in the institutions of higher education by considering the equivalence condition.

             Registration Renewal

             Article 11 – (1) Students must renew their registration in the week before the beginning of every semester or within the dates specified in the academic calendar by documenting that they have paid the tuition or fee.  The responsibility of this registration renewal activities falls to the student. Course registration process is announced to the students on the internet. Students renew their course registrations according to the principles determined by the Senate and procedures defined by the Office of the President interactively in the computer environment. The final version of the registration is approved by the advisor instructor within the first two weeks of the semester. Students who do not renew their registrations within the dates specified without a genuine and valid reason, cannot take the courses of that semester and cannot take the examinations of these courses and the semesters that a student does not register count towards the study period. Students who cannot register within the period announced in the academic calendar must register within fifteen days on condition that they have a genuine and valid reason and this reason is accepted by the concerned executive board. A student who does not register for two consecutive semesters or two consecutive years in the units with an integrated system without a genuine and valid reason is dismissed from the University. 

             (2) During the course registration activities, students can select any courses from their programme on condition that these are the courses of the semester that the student is registered and the courses that the student has to retake and on condition that the student does not exceed the limit of 40 credit hours per week. In this selection the student has to give priority to courses that s/he has taken in the previous semesters and failed to pass or meet the attendance requirement and to courses s/he has never taken. But the courses the student takes for the first time must not coincide with-albeit partially- weekly course hour of the courses s/he has to repeat with attendance and the course s/he wishes to take. The courses the student has taken previously and failed to pass the examinations and the courses s/he has to retake without attendance are also included in the upper limit of 40 credit hours per week.

             (3) The period determined for the registration renewal activities is one week and it is the week before the beginning of the concerned semester. The executive board of the concerned unit decides whether the excuse of the student who does not renew his/her registration within this period is acceptable or not and to renew his/her registration or not during the period from the beginning of the semester to the end of the first three weeks of it. In the event that this reason is not found acceptable by the executive board, the registration of the student is not renewed. In daytime program, the registration of students who do not pay the tuition fee within the period announced in the academic calendar will not be made and renewed. The registration of the student with tuition fee debt will be renewed after s/he pays his/her tuition fee debt along with legal interest. Students cannot benefit from student rights, sit for final and make-up examinations in the semester s/he does not register for; and the semesters s/he does not register for count towards the study period.

             (4) In daytime programs students who do not pay the fee and therefore not renew their registration for two consecutive semester; and in the evening programs students who do not pay the second installment of the tuition along with its legal interest within one month grace period are dismissed from the university by the decision of the executive board of the concerned unit.

             (5) A student identitiy card valid for at most one-year period is given to students who have completed registration activities by the Office of President. 

SECTION FOUR

Examinations, Assessment and Attendance

             Mid Term Examinations

             ARTICLE 12 – (1) Mid Term examinations are given during the semester. At least one mid term examination is given for a course for every semester. The following factors must be taken into consideration for mid term examinations:

             a) The dates of the mid term examinations are determined by the Senate and announced at the latest in the forth week of the semester.

             b) At least two mid term examinations are given for courses lasting two semesters. The mid term assessments of the projects, homework assignments, laboratory and ending works, workshop and  etc regarded as a seperate course are evaluated as the mid term examination grade.

             c) The weight of the mid term examination in the calculation of course grade is 40%.

             d) The results of the mid term examinations are announced at the latest within the week before the next examination.

             e) Mid term gpa is calculated by dividing the total grade points of the student to the number of mid term examinations. In the event that the fractional part of the number obtained is 0,5 or greater, this number is rounded to a whole number.

             Make-up examination

             ARTICLE 13 – (1) Make-up examination is given to students who cannot sit for the examinations with a geniune and valid reason accepted by the concerned executive board. The principles of make-up examinations are as follows:

             a) The right of make-up examination is valid for just mid term examination.

             b) Make-up mid term examination is given once for every course in every semester/year regardless of the number of mid term examinations.

             c) The student must report his/her reason to the Office of the Dean or Directorate after the end of mid term examinations at the latest within one week. 

             d) Make-up examination is given by the concerned unit at the last week of the semester/year. The student is responsible from the cirricula taught thus far in the make-up examination. 

             e) Make-up examination grade is evaluated as the grade of the mid term examination that the student cannot sit for.

             Final Examination

             ARTICLE 14 – (1) For a student to take the final examination of the course s/he have registered, the following conditions must be fulfilled:

             a) The student must be registered for the course,

             b) The student must attend 70% of the classes for theoretical courses and teoretical courses with practice.

             c) The student must attend 80% of the classes for practical courses,

             d) The student must accomplish the practices evaluated as a seperate course such as practices, homework assignments, projects and etc,

             e) The student must attend 80% of the practices evaluated as a seperate course.

             (2) The student who does not have the right to take the final examination of the course s/he has registered, must retake it in the next semester the course is offered. A student who is granted with the right of taking examination for just once and fail, can sit for the mid term and final examinations of the course to be opened in the next semester without the condition of attendance. This situation is defined in the course registration form. The courses retaken without the condition of attendance must remain within the limits of credit hours.

             (3) The students of vocational schools must obtain the grade of at least 35 out of 100 and the students of other academic units 50 out of 100 in semester/year final examinations. The weight of semester/year final examination in the course grade is 60%. The student who has not attended the semester/year final examination or cannot obtain at least these grades from this examination is granted with FF grade and fail. 

             Supplementary Examination

             ARTICLE 15 – (1) A supplementary examination is given to students who cannot pass final examination at the end of each semester/year within the dates defined in the academic calendar.

             (2) To sit for a supplementary examination the students must register for the concerned courses within the dates defined in the academic calendar in the academic year the examinations are given and must meet the conditions necessary for taking semester final examination. Students can take supplementary examination for the courses s/he is granted with DD and DC grades on condition that s/he registers interactively within the dates defined in the academic calendar. Students who take FF grade in the final examination do not need to  register in order to take supplementary examination. The last mid term examination grade is also valid for the supplementary examination. In the supplementary examination the students of vocational schools must obtain the grade of at least 35 out of 100; the students of the other academic units must obtain the grade of at least 50 out of 100. The grade obtained in the supplementary examination is evaluated as the semester/year final examination grade of that course.

             Additional examination

             ARTICLE 16 – (1) Additional examination is given to students as per the Article 44 of the Higher Education Law no 2547.

             Single Course Examination

             ARTICLE 17 – (1) Single course examination is given for students who has met the conditions described in the Article 13 of this Regulation and thus close to graduation and is granted with FF grade for only one single course. Single course examination is performed in the month following the end of the semester/year in which the student fails one single course. The student must receive at least (CC) grade to be successful in single course examination. Mid term examination grade is not taken into consideration in determining this grade.            

Exemption Examination

             ARTICLE 18 – (1) Exemption examination is given for newly registered students to be exempt from the common compulsory foreign language courses at the beginning of the academic year.            

 Examination Period

             ARTICLE 19 – An examination period of two weeks is organized subsequent to the end of the semester courses period and an examination period of at least two weeks is organized subsequent to the end of all-year courses period. A supplementary examination is given for students who have failed the final examination within the dates specified in the academic calendar at the end of every semester/year. Supplementary examinations are performed within at least one week after the end of final examinations.

             Examination Programmes and Place

             ARTICLE 20 – (1) Examination programmes are prepared by the concerned units and are announced within at least fifteen days before the examination period begins. Examinations are given on the day, at the time and place shown in the programme.

             Examination Validity

             ARTICLE 21 – (1) ) Students must take the examination at the time and place specified in the programme. Otherwise, his/her examinations will be void. In the event that a student take an examination that s/he should not take, the grade that s/he is granted with will be invalidated even if it is announced.

             (2) If a student  cheats, attempts to cheat or help another student to cheat, s/he will be granted with (FF) grade and be considered to have failed.

             Examination Form

             ARTICLE 22 – (1) The examinations are in written. However, at the request of the concerned instructor and with the approval of the concerned boards at the beginning of each semester / year; the exams can be internet-based, oral or both written and oral. A decision taken in this direction, is announced to the students at the beginning of semester / year. Students have to bring their student ID cards or student certificates with them in order to sit for exams.

             (2) A course exam is organized and conducted by the instructor who is reponsible to give that course. In the event that this concerned instructor is not present at University on the day of exam, the head of the relevant unit determines who to perform this exam and informs the Office of the Dean/Directorate. All of the instructors of the concerned unit are assigned for the exams to be organized coordinatedly. Examination result document has to be submitted to the head of the concerned unit within at most four working days following the date of examination.

             (3) Exam results shall be announced by the relevant units according to the principles determined by the Office of the President. Examination scripts and attendance charts have to be saved for two years by concerned Office of the dean / directorate.

             Appeals

             ARTICLE 23 – (1) Students may appeal against the exam results in terms of errors in grading within no later than one week after the announcement of results to the relevant Office of the Dean or Directororate. Upon this appeal, the exam script is reviewed by the concerned instructor and relevant head of the unit, in the event of error in grading, it is corrected and a decision is taken by the relevant executive board and this decision is reported in written to the Student Affairs. Appeals must be concluded within a week.

             Credit

             ARTICLE 24 –(1) Assessment of a course and any type of practice in terms of teaching is performed through credits. One credit is a unit of measurement identifying one-hour theoretical study, depending on the credit load of the student two-and-four hour laboratory practices, workshop works, projects, computer applications or exercise practices; two-and-four hour seminar, four-hour field trip, three-hour medical and surgical clinical trials per week for at least seventy education - teaching days.

             Grade

             ARTICLE 25 – (1) Student's grade in a course is determined by relative evaluation system.

             (2) The development of relative evaluation system is determined according to the provisions of relevant legislation.

             (3) Exams are evaluated on a scale of 100 points.

             (4) A course grade is calculated with 40% of midterm examination grade and 60% of final examination grade. In response to the grade determined by this way, the instructor gives one of the following letter grade, the coefficients of which is given below.

             (5) A student is granted with one of the following letter grades as the semester grade for each course they take by the instructor:

             a)        Grade                  Coefficient

                           DD                    1.00

                            FF                    0.00

b)In addition, the letter grade, B grade: for non-credit course is successful, F note: for non-credit courses, to fail D note: absentee, G note: not entered, M note: Exempt, S note:lasting study, E note: incomplete.

             c)According to the abovementioned grades, student's status will be evaluated asfollows.

             1) The student to get one of (AA), (BA), (BB), (CB) and (CC) grades from a lesson, is considered as student who has passed that course.

             2) (DC) and (DD) grades to be received from a course  show that this course has been achieved conditionally

             3) The student to get (FF)grade is considered as a student who has not achieved that course and the student  repeats at the first semester/year  the same course has been taught.

            4) (M) grade; is used for the courses in which the students to be accepted by undergraduate transfer from Higher education institution or  to have the right of again registration entering Student Selection Exam, have been evaluated as successful by the decision of executive board and the students have got in higher education program the students followed at first and the students have adjusted in relative program.

             5) The courses being showed as (M) ve (B)  and not being determined  their  final grade can not be evaluated in the calculation of grade point avarage.

            6) (K) ve (D) grade  are assesed as  (FF) in the calculation of grade point avarage .The courses to be evaluated as (K) and (D) , are  received in first semester/year.

             7)E grade not to be corrected until the date of course registration of continuing term is turned into FF grade.

           Grade Point Avarage

             ARTICLE 26 – (1) Academic standing of students is determined by Registar Office being calculated semester / year-end grade point avarage at the end of every semester/year. Weighted point the student has received from a lesson is obtained by multiplying the coefficient of the letter grade and that course’s credit value

             (2) A grade point avarage of semester / year, is calculated by dividing the total weighted points of the lesson the student has received in that semester/year to the total of credit values of courses. The obtained grade point avarage is showed as two places after the point.

(3) Weighted GPA is obtained by dividing the total weighted points to be calculated grounding on  the final grades the student has received from all courses in their study period . to the total credit value The result is shown as two places after the point. 

             (4) In the calculation of  both semester/year and weighted grade point avarage, grades, from (AA) to (FF) are taken as a basis. At this stage, (G) and (D) grades are evaluated as (FF) grade.  

             (5) All grades are shown on the student's transcripts.

Failure Status

             ARTICLE 27 –  (1) The students should achieve a 2.00 GPA in order to be considered as successful. The successful students repeat  the courses which they had a (FF) and (D), in the semester the courses are offered. Except the prep classes, the students who have a GPA under 1.80 at the end of the fourth semester (for undergraduates)or at the end of the second semester(for associates) are considered as unsuccessful. These students cannot take courses from higher years. However, from the courses they failed or conditionally passed they have to retake the ones offered in the semester they are registered  and first of all from which they have received  (FF) and then respectively  (DD), (DC) until they have a 1.80 GPA or more. The advisors determined by the relevant department are assigned to ensure that the students register appropriately in accordance with the rules taking their GPAs into consideration. The students who level up to the stated point averages or more by retaking the courses continue to their education as regular students. The period  of failure status is counted towards the period of study.

(2) The students whose GPA is below 2.00 once at the end of any semester/year  during the study period, cannot be president of any student association active at the university.

Honors Students

             ARTICLE 28 – (1)On condition that they have not received any disciplinary punishments, the students who took all his courses in a semester or academic year and have not failed in any courses from previous semesters or years, whose lowest grade in that particular semester or year is (CC) and Grade Point Average (GPA) is between 3.51 and 4.00 are awarded high honors and those with GPA between 3.00 and 3.50 are awarded honors and this is specified in their school reports. The list of Honors and High Honors students are  announced by the Rectorate at the end of every semester or year.

 

 

             Graduation

             ARTICLE 29 – (1) In order to graduate, a student has to get at least (CC) in all their courses and (B) in internship program within the period specified in the article 5 of these regulations. The students with GPA  2.00 and above are considered to be successful in the courses they got (DC) and (DD) . GPA is graduation grade point average at the same time.

PART FIVE

Diplomas, Leaves of absence, Dropping Out, Double Major and Minor Programs

             Diplomalar

             ARTICLE 30 – (1) Students, in accordance with the principles laid out by the Higher Education Council and the Interuniversity Committee, are given their diplomas specifying the departments they have graduated from and degrees when they successfully pass their exams after the last semester of the final year and complete their courses. Those who have lost their diplomas are given another diploma for only once in compliance with  the principles stated by the University Senate.

             (2) Students are given provisional graduation certificates until their diplomas are prepared on condition that they should return their provisional graduation certificates when they receive their diplomas. Students are also given academic transcripts which contain such information as; a student’s academic standing,whether a student is an honors student,the faculty,conservatory,vocational school,department or the program a student graduated from,the courses a student has completed, the project,laboratory,clinical work,thesis and internship performances of a student and the grades a student has got in courses.

             Leaves of Absence

             ARTICLE 31 – (1) A student may be given a leave of absence for a semester or a year each time they ask for in accordance with the decision issued by the university administrative committee. The total length of the leave of absences cannot exceed a period of two years in a student’s study period at university. A student on leave of absence cannot attend classes and enjoy the rights entitled to a student. A student can resume his studies from the beginning of the semester they have left off.

             (2) The leaves of absence granted for the following reasons are not counted as part of a student’s rightful period of the total leave of absence(two years) specified in the Article 5 of these regulations provided that the reasons are stated in the decision issued by the university administrative committe.  Those who are unable to register within the registration period because of good causes can authorize an assignee to register or renew registration on their behalf. Good causes are as follows:

a)     that a student is in a state of poor health, which must be documented by university hospitals or authorized medical institutions and accepted by the related administrative body of the university

             b) that a student has to postpone their studies because of natural disasters, which must be documented by the highest ranking local administrator,

c)     that a student documents they have to postpone their  studies in case of the demise of parents, siblings, spouses or children or if they have to look after the aforementioned relatives because of poor health and that their request to postpone their studies is granted by the related administrative body of the university,

             ç) that a student documents they have to postpone their studies because of poor financial conditions,

             d) that a student is convicted of a crime and has to serve time in prison,

             e) that a student is conscripted for military service,

             f) that a student wins a scholarship or joins internship programs or research projects outside of the university

             g) other reasons that are accepted by the university administrative board.

             Expulsion

             ARTICLE 32 – (1) A student is expelled from the university if:

             a) they fail to complete their studies in the period specified by the Article 5 of these regulations,

             b) they do not renew their registration in accordance with the Article 11 of these regulations,

             c) they receive a punishment of expulsion for reasons specified in the Article 54 of the Act 2547 and Higher Education Disciplinary Regulations.

             Dropping out

             ARTICLE 33 – (1) Those who drop out of the university of their own accord are given a document specifying the courses taken so far for only once if they demand so.

              Associate Degree Diplomas

             ARTICLE 34 – (1) Associate Degree Diploma of those who are unable to complete their undergraduate studies are prepared as detailed in the related mevzuat hükümleri.

             Exchange Students

             ARTICLE 35 – (1) Exchange students can be sent to universities in or out of the country in the framework of mutual agreements for a period of one or two semesters. Their status as our students goes on in the period they are exchange students and this period is counted as part of their education at our university.

             (2) The courses a student takes with the approval of their supervisors and how the grades they get from these courses will affect their success are decided on by the executive board of the student’s department by consulting with the yatay geçiş commission of the same

             Majoring and Minoring Programs

             ARTICLE 36 – (1) Mojoring and minoring programs are established in accordance with the principles stated by the University Senate.

PART SIX

Miscellaneous

             Discipline

             MADDE 37 – (1) Discipline enforcement is done according to  the Higher Education Disciplinary Regulations, published in the 18634th issue  of the Official Gazette on 13/1/1985.

             Contingencies not specified by regulations

             ARTICLE 38 – (1) The University Executive Board and  administrative bodies of the related units decide on how to deal with contingencies not specified by regulations.

             Taking Effect

             ARTICLE 39 – (1) These regulations take effect as of the date they are published in the  Official Gazette .

             Enforcement

             ARTICLE 40 – (1) The Rector of Tunceli University enforces these regulations.
